The Assessor is the governmental official charged with annually discovering, listing, and valuing all taxable property in the City of Alpena.

The Assessor's authority is derived from the Michigan Constitution, state statutes, and the City Charter.

The primary responsibility of the Assessor is to find the fair market value of property so that in proportion to this value, taxpayers may contribute a fair share of support for the community services received.

Prepares and makes all regular assessment rolls and oversees and certifies the special assessment rolls for the City.

Reviews the new construction that occurs each year in the City to place it on the tax roll as well as reviews the personal property in the possession of local businesses.

Administers the Principal Residence Exemption Act that allows homestead properties to pay a lower school millage rate.

Dates to Remember:

  • December 31: Tax day for the following year's taxes.
  • End of February: Assessment notices mailed. (Last week of February)
  • Second Monday in March and Tues., Wed., and Thurs. following: Board of Review meets to hear assessment protests.
  • June 1: Last day to file Principle Residence Exemption for current tax year.
  • June 30: Deadline to file an appeal with the Michigan Tax Tribunal. Some different types of appeals have different deadlines. To be sure of deadline date contact your assessor.
  • Tuesday following the third Monday in July: July Board of Review meets to correct errors and omissions. An owner of property that is "homestead" property on June 1: may appeal to the July Board of Review for the current year and the three previous years, if the exemption was not on the tax roll. 211.7cc (13) and 211.7ee (6)
  • Tuesday following the second Monday in December: Board of Review meets to correct errors and omissions.
